Is Auto or On better for AC humidity control?

Auto is usually better for humidity control because the blower stops between cooling cycles and lets moisture drain from the indoor coil. Fan On can move air continuously, but in humid weather it may put moisture back into the home.

Does leaving the AC fan On use more electricity?

Usually yes. Fan On runs the indoor blower more often than Auto, so it can add electrical use even when the outdoor unit is not actively cooling.
